Public bodies shape whether people and organisations can access knowledge, technology, education, repair and meaningful routes into participation. ASK-Solutions can contribute practical experience, technical development, public information and small-scale implementation where policy needs to become understandable and workable in daily life.

Our work is not limited to one policy field. Questions about digital inclusion may also involve privacy, ownership and maintainability. Repair and reuse connect environmental policy with technical education. Participation can depend on a setting where someone can practise safely and visibly rather than only discuss a next step.

From policy category to practical question

Terms such as inclusion, participation, resilience and innovation can cover very different realities. A useful collaboration therefore starts by identifying:

which concrete barrier or opportunity is being addressed;
who is expected to benefit and how they are involved in defining the question;
which existing organisations, networks and informal knowledge already matter;
which responsibilities belong to the public body, ASK-Solutions and other partners;
what should be learned, built, repaired, documented or made sustainable;
what can realistically be delivered with the available capacity and funding.

This approach helps avoid funding a visible activity without addressing the conditions needed for it to remain useful.

Independent and smaller operators

Local social, educational and technical ecosystems are rarely served by one organisation alone. Smaller and specialist operators may already hold relationships, facilities or methods that are not visible in large directories or standard procurement categories.

ASK-Solutions can work independently or alongside larger organisations. Clear public recognition of each party’s role matters: it prevents useful work from disappearing behind the name of a lead contractor and allows residents, schools and professionals to understand where particular knowledge and responsibility actually sit.

Funding, commissioning and public-benefit work

Cooperation may be supported through a grant, subsidy, project contribution, public assignment, partnership budget or in-kind support. A direct agreement does not place the work outside our mission. It can be the practical structure through which public-benefit technical, educational or social work is carried out responsibly.

We distinguish between the actual activity, the organisational costs required to deliver it and the wider public value created through documentation, reusable software, shared methods or knowledge transfer. Where a project produces material that can benefit others, we prefer to agree from the beginning how that result can remain accessible.

Goals, indicators and accountability

For a funded or commissioned project, we can agree on a proportionate combination of:

purpose, target groups and intended public benefit;
activities, milestones, capacity and responsibilities;
participation, attendance or reach where these numbers are meaningful;
technical outputs such as software, documentation, repairs, prototypes or learning material;
practical observations about progress, barriers and conditions;
financial reporting and the treatment of materials, equipment and shared infrastructure;
evaluation, lessons learned and possibilities for continuation or replication.

Numbers are useful when they describe the work rather than replace it. A small project may create substantial value through a durable method, a maintained software component or a participant who can continue independently.

Local work and wider reuse

ASK-Solutions develops publications, software, documentation, technical methods and project results for use beyond any single location or project. A local pilot can therefore address its immediate context while also being designed with documentation, reuse and transferability in mind.

Where a public collaboration concerns a particular location within The Owl’s Nest, the current operator, capacity, facilities and access arrangements remain leading. The shared model itself is not limited to one municipality, country or location.
